Traduction
You are right, this is French. It comes from a famous French expression "Aujourd'hui plus qu'hier et bien moins que demain" which literally means "Today more than yesterday but a lot less than tomorrow". In more general terms, it means that feelings get stronger everyday.
This expression was used in a famous poem by Rosemond Gérard to her husband Edmond Rostang. In 1907, Alphonse Augis, a famous jeweller from Lyon, came up with the idea of engraving this expression onto a medal.
This expression has come to have a very strong, symbolic meaning in France today.
